You don't need to hit full build on Veigar to one shot an APC with no MR. You can do that without any items at all
Yeah... had an Azir in one of my Veigar games that after having my ult 100-0 him a few times I finally took pity on and told to build MR. He bought his first MR item (

Their ADC had the most MR on their team, with a
