While you're correct that fixing problems makes a solution, you're wrong about destruction being surrender. Progress is needed, but progress for progress' sake makes those affected by it stale. War is disastrous, but without war people will get used to peace. If people get too used to peace, they become weak and unable to deal with war as effectively as the previous generation did. In a land of nothing but order, no one is allowed to change; due to this, the ruler sinks into depravity and the masses grow weary.
You can't just patch up this land of order with simple progress, it wouldn't fix anything. Remove the ruler for a new one, and the people will have gotten so used to the last one that they wouldn't listen to the new ruler. Give the people some freedom, and they claw at it and take it for granted. The only way to truly fix that kingdom is to remove both the source of hardship -- the ruler -- and remove those who continue to carry the hardship, or at least remove the hardship from those people. Therefore the only way to fix this problem is by destroying what is holding them back from progress, and the only way to do this is by causing chaos.
EDIT: Wow...I just realized I went full BLM here. I mean yeah I'm speaking from logic and I know my points hold as much ground as yours but...damn, it doesn't make it easier.
