Where can I find pbe patch notes
Ok I would like to start being more active in the feedback about the game, and so is there a way I can keep up with the changes and beta tests happening in PBE as the new patches come out?

Well the PBE does have its own forum page: http://forums.na.leagueoflegends.com/board/forumdisplay.php?f=44
other than that if you check out League related sites such as www.reignofgaming.net they tend to post PBE notes and changes when they happen.
