Just had a Fizz with 18 second ult CD..

In 3s.. and claimed it wasn't a bug and was in patch notes, but I can't find said notes. He claimed he had 49% CDR (with Boots of Lucidity and Spider buff). Was this legit or just hacks?

EDIT: Not sure if this is the place to post this, but I couldn't really figure it out. Still new to the community thing.
