Lulu's Ult is a bit OP and needs slight nerf (Numbers included)

Lulu simply has the most burst heal/shield in the game, and with that she still has 3 forms of CC. Her ability to burst&shield champs just simply can't be matched. Lets look at other healing champions and determine which has the best potential in terms of keeping a single target alive.

Soraka - Soraka can burst heal with a Q+R for a total of 620 + 90%AP. She is essentially a dedicated healer and doesn't bring much else aside from a bit of damage and a silence. Let's ignore the fact that her ult heals her entire team because I'd like to just look at how well she can protect a single ally.

Taric - Taric can burst heal for 220 + 30%AP + 5%Bonus Health. He brings a bunch of tankiness and a great stun. Its understandable that he burst heals less than soraka because he offers more in other areas.

Janna - Janna provides a 240 + 70%AP health shield as well as her ult offering a max heal of 600 (+ 140% AP). This however is not an instant heal so of you are trying to burst down someone (assume you can reach them after janna's knock back), the heal will not offer as much protection as an instant heal. She also offers 3 cc including a slow, knockup, and knock back. The Knock up is fairly dodge able and the knockback can negatively effect your team by saving enemies or generally displacing them. The trade offs are there, making soraka's heals much more usefull if you want pure healing (to protect a single target).

Lulu - Lulu offers a 600 + 50%AP heal with her ult, as well as a 240 + 60%AP health shield, giving her a teammate a total of 840 + 110%AP instant amount of health. This is 220 + 20%AP more health than soraka gives to a single target, who is a dedicated healer. She also offers much more utility in the forms of a really good slow, a polymorph, and her ult doubles as a knock up (That much health AND a knock up? OP seriously). Lulu is by miles the best support at protecting a single target. But thats not all, she's got 2 multitarget cc's (slow and knock up), as well as decently low cooldowns making her a beast at peeling and protecting multiple people during a teamfight.

I don't mean to suggest that Lulu is the end all be all support, but I do think she does too many jobs too well. I really think that her ult needs to heal for a lot less, especially since supports can now build more AP.

TLDR - Lulu provides the most single target burst amount of health, as well as a ton of cc and utility. She outclasses soraka, a dedicated healer, at doing her job (keeping her team alive with health) while providing more cc making her a much more diverse champion. I really think her ability to provide burst health needs to be tuned down.

You can't just judge them on their burst heal abilities though, because Lulu can't constantly heal a champ throughout a fight. You can't just look at one aspect of a form of support and consider her OP. You MUST include all other aspects.

Once again, I think that this is one of those things where the champ looks really amazing on paper, but doesn't always work out so well in play.

Lulu requires specific compositions to be useful. Yes, I do agree with you that she is one of the best at protecting a single target, maybe the best. I can't even tell you how many times people have tried to dive my Lulu at the tower to just die because of how well her kit saves.

But saving a person is not the only important thing when it comes to being a support. Everyone knows that Lulu's kit is somewhat overloaded, but yet, that hasn't led her to being a super popular or OP pick.

As far as comparing her to Soraka. It's not Lulu that needs to be toned down, it's Soraka that needs to be reworked. And even Taric. But it seems like Riot is really anxious about changing them, because their kits can easily get out of hand.
