It is a viable pick and I've seen it work with the right team composition. Just isn't part of the current meta.

He needs either range to poke from, or burst. His AA range is only 525, so most ADC's can outtrade him by simply AA'ing. TF's only escape is his ultimate which is a channeled ability. Most of his burst comes from his AP kit. His damage falls off compared to other ADC's.

However, the stun from his "Pick a Card" can setup ganks and pick people off

Hmm..I guess I would word it as something like the temporary rules for League of Legends. A hyper tank top lane, burst mid lane, dps adc, initator support.

There is no "Best ADC". ADC's have their strong points and their weak points. Caitlyn can destroy a Tristana, but a Varus can demolish a Caitlyn, and then Graves will wipe the floor with Varus.(You forgot Graves T_T)
