I wanna get one of these "tier 1 junglers". If you have any other champs that you think could work in the new season, feel free to tell me.

Also, for all these champs, please tell me why they are good.

they are both great, but wukong is better for team. gragas has higher pre 6 cc, and in a way he does after 6 as well, but that's only if you can land the ult correctly. if you get gragas, you HAVE to be able to ult very well every time almost without fail. wukong is a lot easier, and his ult still has some amazing teamfight potential.

I don't know that I'd consider Wukong a tier 1 jungler. As a matter of fact, I wouldn't say that Wukong as ever been anything above that of a low tier jungler. This is coming from someone with Wukong as their 2nd most played champion since beginning the game. He doesn't have the innate sustain that most junglers have, which hurts him quite a bit early. He doesn't have a kit built for ganking. He has a cc-less kit (aside from ult), meant for walking in and picking up the kill himself with his high burst damage. It wasn't too long ago that he couldn't even make it his first run through the jungle without going back early. He doesn't start to shine until mid-late game with his passive and ult. To be honest, the only reason I think he's seeing so much play in the jungle is to avoid his having a tough time laning against the higher tier top laners.

If you're looking for a carry jungler with a potentially great initiation, Wukong is great. But keep in mind, that you're going to be farming a bit longer than usual to reach a relevant build unless you're taking most of the gank kills for yourself. Also, his initiation is very reliant on his team actually following up in a decent time frame since he usually doesn't get much beefier than that of a pseudo-tank.

I can't tell you much about Jungle Gragas other than he's reliant on being able to get off a good ult to be relevant in team fights.

Vi is really strong right now, especially after people realized that she was the answer to most assassins. She can dish out a considerable amount of damage without dedicating much to it build-wise.

Shyvana is seeing a bit less play since that last nerf, though it wasn't bad. If you do plan to play her, take exhaust to help compensate for her having no innate cc aside from her ult which isn't a reliable for the cc.

J4 dropped a bit in popularity due to the rise in popularity of others, but I think he's still strong going into Season 4.

Zac, Elise, Udyr, Lee Sin are all still pretty strong picks, though Zac is just now finding his way back into the meta.

Khaz may or may depending on how the changes he has pending in PBE turn out.

Wukong can be tanky while dealing out massive amounts of damage with his e q combo and escaping either with his r (Or stopping their escape with his r) or with his w. Wukong can double back with his invisibility and basically escape an entire team chasing him, this works best if while they're heading for your mimic, you head for the bush behind them.
