You just described pretty much every champion in LoL.
Some Champs have higher Skill Caps, others lower ones. Usually ,though, they have a stronger non-skill-gameplay than champions with a high skill cap.
tl;dr : deal with it.

Veigar is really hard to carry with yourself cause his lack of mobility and if caught off guard, your doomed. I remember seeing scarra pick Veigar in LCS the other day and I thought it was pretty cool but he demonstrated that veigar is just out of the meta right now.
imh people dont even build veigar right. The staple mark build I am usually seeing basically looks like
He has a lot of room to build differently solely due to his ult being enemy-ap-ratio ontop of his own high ap ratio. I like to got either

, and either grab a

. If I am doing considerably better than my laner or my laner is building high ap, i go for an early
. Otherwise,
for ap champs or

for ad/tank mids, etc etc. My end build might look more like
just because veigar doesn't need to build full aggressive, especially against longer-ranged enemies. By the time you get full-build, your Q stacks should give you at least 200 extra ap. If that rare 3hour game occurs, you should feel fine ditching the cap or void to grab another tanky item or lichbane.

I was playing top-lane
and I fought against that little devil. Everyone said it was going to be easy, but his ratios are nuts. It never helps to know that your only chance of killing a certain champ isn't good enough.
