so i have played a few games against him and i have noticed the most annoying unfair thing ever i don't know if its a glitch or something but there's is something up with him. i have only played with him against wukong and it may just be with him but i don't know anyways, when i lead with nimbus strike i hope to terminate pantheons shield but it doesn't go away until i hit him with my q meaning it only counts for the shield on my second ability. this is really unfair because i cant just use my on him or ill just hit shield and if i nimbus strike on him i cant either so his leaves me not being able to do any damage against him please do something about this

Here is the info from the league of legends wikia. Hopefully this will clear it up for you. I think the main thing is the shield only blocks auto-attacks or enhanced auto-attacks.

Aegis Protection is a passive ability that activates whenever Pantheon autoattacks or uses one of his champion abilities, granting him a stack of the Aegis Protection buff. Upon reaching 4 stacks, Pantheon gains a shield buff that will be consumed to block the next autoattack, enhanced attack, or turret shot that would deal more than 40 physical damage to him, negating all damage from that attack.

Aegis Protection will NOT negate on-hit effects from the attack that was blocked.
Aegis Protection will block autoattack modifying abilities, e.g. Siphoning Strike.
- However, Poppy's Devastating Blow cannot be blocked. This may be due to Devastating Blow not doing any physical damage, which is the key component in triggering Aegis Protection.
- Similarly, Mordekaiser's Mace of Spades cannot be blocked by Aegis Protection.
Aegis Protection will block abilities that proc on-hit effects, e.g.:
- Fizz's Urchin Strike
- Fiora's Blade Waltz
- Gangplank's Parrrley
- Ezreal's Mystic Shot

think it blocks basic attacks/turret shot. so any sort of AA modifier ability will get blocked by it.

You need to do some research on pantheon's abilities. His shield passive block either:

One AA, abitlity based on an AA (your Q) or tower shot. Moreover, any knockback will cancel his stun/gap closer. If you lane against him, let him waste mana for farming, then gank him and BOOM, he's done.
