why would they take be best part of rengar and replace it with 20% movement speed wile in stealth?

Rengar stealths himself after 1 second ( delayed to 3 seconds if taking damage ) and reveals enemy champions withing 2000/3000/4000 range. Rengar's Stealth lasts for 7 seconds and his next attack will cause him to leap. After stealth, rengar gains 30/40/50% movement speed and generates 5 ferocity over 5 seconds.

It's an old (1/22/14) post, but this is what changes are on the PBE right now. Bringing in the new patch (4.4) puts everything that isn't coming out with it on pause for last-minute bug testing.
WHAT!!!!!!????? is this the proposed changes they wanna do to rengar? because if so they are going to ruin him completely and i mean doesnt he already get extra movespeed when he ults?
