Valor should get the W vision granted permanently so long as he is in play.

You know, because he's actually the bird with the vision to do so.

Also the passive proc should probably not show up until it's actually procced on an enemy.

Vision is incredibly powerful and hard to appreciate at the same time. In working on the Warwick remake I keep running into how much of the power budget lives in the REVEAL of blood scent alone. Remember that vision is basically a "team-wide buff", as all of your allies can take advantage of the additional information gained. Quinn W also grants vision ACROSS WALLS, which is double-crazy strong.

Thematically, imagine that Valor flies up really high to where he can't fight people when he grants Quinn W vision; when he's on the battlefield himself he can't afford to do that!

How about Quin's W summons a bird that flies quickly and lasts 5/7/10/13/15 seconds and has a 30s cooldown. The bird can be directed by pressing W on a map location (like Annie's Tibbers. This ability would be strong, but right now I don't think Quinn is competitive in any position.

This seems like you are trying to make a champ you like more viable, versus a legitimate balanced idea for an improvement.

I agree he isnt viable right now, however this change doesnt really contribute, and as Zenon pointed out, the Thematic details are also problematic.

I think a more useful change would to be to change the amount of time between passively applying his Mark when in combat with an Enemy Champion.

We could fix Valor's W so that when it activated, valor will gain vision in somewhat seconds, or until Quinn got hit, or so.
