I'm worried that even if supports like Janna or Sona are able to buy items they will just end up doing the same damage late game as they did in S3. Can anyone here with experience playing on PBE chime in on how support scaling is going? Does it look like mage supports are going to dominate this season?

Well the patch is live now. Sona and Janna both lost damage scaling in exchange for their utility scaling. So they might do even less damage than before without a generous amount of AP in their builds.
Overall, I think the support changes are a net-gain... But I think some supports had their damaged taxed a bit too heavily... especially since all of their utility scalings are a very low .01 or .02... aside Janna's Shield being .1 at the highest utility scaling I remember.
