I believe as the mana to CD shift has happened, some of the items that might have assisted Teemo on mana issues have been negated.
I suggest "move quick" gets its mana cost dropped significantly to help balance the champ.
The main problem is you play Teemo.
You probably just spam his spells uselessly. If you want to poke in lane you are going to have to spend mana, it's like that with almost every champion.
I completely disagree. Teemo is already very good early game and can snowball late game, especially in top lane where he uses ranged AP attacks against melee AD's.
He is teemo get over it!!! Also he is going to be TOO OP in season 4 because of ward limits and getting rid of oracles
Considering the massive buff he just got with Oracles being removed, giving the demon hamster any buffs at this point in time is incredibly irresponsible.
