I believe as the mana to CD shift has happened, some of the items that might have assisted Teemo on mana issues have been negated.
I suggest "move quick" gets its mana cost dropped significantly to help balance the champ.

JackAqua1 votesYou probably just spam his spells uselessly. If you want to poke in lane you are going to have to spend mana, it's like that with almost every champion.
Xenon11 votesI completely disagree. Teemo is already very good early game and can snowball late game, especially in top lane where he uses ranged AP attacks against melee AD's.
