There are way too many factors to decide who is "the best" in a role. You can argue certain champions are dominant in a lane in the current meta, i.e. Lulu Mid or Renekton/Mundo/Shyvana Top or Leona Support currently. But who does the 'best' in a lane depends entirely on:

• The opposing champion in-lane
• Team composition
• Playstyle
• Champion Experience
• Lane experience

When it comes down to it, any champion who has a specific advantage over most other champions will be almost immediately picked up by a proffesional and used for the slight advantage it will give against other pros, which is why a lot of people watch pros for who they pick. But as you may have seen with the LeBlanc support epidemic the other factors of general skill and game knowledge can work against that choice immensely.

tl;dr there aren't 10 "best" champions, it's about the player not the character.
