Does the NA server seem bogged down?

I'm an avid player on the regular and PBE client. My internet is pristine with 20mbps, however, I've been progressively getting hit with lag spikes. Other players in game have experienced it with me and it seems to be in almost every game I play. The reason I feel the issue being bogged down servers is because when I play on the PBE, my ping remains a constant 73, which is theoretically where I should be at in the regular client. Is anyone else feeling the same way?
