I do not think that Udyr needs to be tuned down.
Sure he has strong split pushing/counter jungling capacity, but really doesnt do well against a well coordinated team. My best advice against him is to shut him down in his jungle really early on by having 3 people ganking him at one of his buffs. Champions with good gap closers usually do pretty well against him since he cant jump walls. Try
against Udyr. Those high mobility champions should be able to kite him really easily in a team fight. Also, when he splits you should be trying to go for great objectives or even engage really hard on his team. Whatever you do tho, do not send someone to counter push because whoever you send, he's either not gonna be able to defend alone or will be, but by the time he pushes the lane back, Udyr will be with his team in a 5v4 against yours.
So yeah, solid teamplay is what works against a Udyr, and this is why you are not likely to encounter him in higher elos. I'm not saying that he's a bad champ, but he's a much too situationnal pick to be popular at a higher level. I mean you can be game-changing as Udyr if you achieve better positionning than the opposite team, but the percentage of 5v5 face-to-face teamfights where Udyr can make a difference is much smaller than for most junglers, like say
