He can split push and take down towers very fast. If you try to go after him, he just turns Master Yi mode on and runs away. He can usually 1v1 and sometimes 1v2 people. In trades he just stuns and attacks you fast while you can't really do much against him. He has really strong sustain with the built in lifesteal and is hard to shove out of lane without killing, which is nearly impossible by yourself.
Also, if he starts to chase you, in most cases it's impossible to run away. PS Tiger Stance 313 Physical Damage Bear Stance 611 Physical Damage
I completely agree as I tried to run from him using a Sivir Ult and a heal and he was still faster me with only tiger stance and a non-movement speed build.

Yeah. Udyr is one of those champs who's toxic purely because of how brain dead easy he is. Anyone playing Udyr who knows what the stances are for, and knows that once he's done mashing all the buttons he could end up in tiger stance, is the best Udyr ever playing at least Plat level.
He's like a more obnoxious, even less skill based Yi or Garen.
Sounds like the godyr is giving you trouble lol. Imo the best way to counter an udyr is to group as a team and drive hard down mid or take baron etc. , force him to make a decision to either keep split pushing or help is team defend or contest your objectives, and if he does come, try to force a teamfight, unless you are in the higher divisions most udyr's have no clue how to teamfight as him, cause none of them ever have to do it.
I do not think that Udyr needs to be tuned down.
Sure he has strong split pushing/counter jungling capacity, but really doesnt do well against a well coordinated team. My best advice against him is to shut him down in his jungle really early on by having 3 people ganking him at one of his buffs. Champions with good gap closers usually do pretty well against him since he cant jump walls. Try 
against Udyr. Those high mobility champions should be able to kite him really easily in a team fight. Also, when he splits you should be trying to go for great objectives or even engage really hard on his team. Whatever you do tho, do not send someone to counter push because whoever you send, he's either not gonna be able to defend alone or will be, but by the time he pushes the lane back, Udyr will be with his team in a 5v4 against yours.
So yeah, solid teamplay is what works against a Udyr, and this is why you are not likely to encounter him in higher elos. I'm not saying that he's a bad champ, but he's a much too situationnal pick to be popular at a higher level. I mean you can be game-changing as Udyr if you achieve better positionning than the opposite team, but the percentage of 5v5 face-to-face teamfights where Udyr can make a difference is much smaller than for most junglers, like say 
And since he doesnt have a gap closer or stealth ability, his gank potential will decrease inversely with your ability to use these
