Rune Combiner Glitch? Upgrade it? Something?

Yea first of all I tried combining runes and the image is off sync with the template, then to follow this up it gave me a rune I already had 9 of and I am unable to use to combine with something else. I am stuck with 10x MR runes. Can we get a decent upgrade to this? Maybe remove it all together since it can screw people over and they may just buy the runes straight up? Or at least put in a system that gives us runes randomly on a normal? Like hotstreaks rewards in games? Get 3 wins in a row in rank and get a random Rune?

TLDR: Fix the rune combiner, I can't use all my runes and got a 10th MR wasted rune, unusable by all means.
