Sivir buff or balance to make her viable.

I'm not the most knowledgeable League player nor am I informative of all the statistics and mechanics of all the AD carries, but I feel that Sivir significantly lacks the most potential compared to other AD carries.
I do not want to seem ignorant and create a list of buffs that will turn her OP but I have thought of a few suggestions that I believe would make her more viable.

  • Increase Sivir's attack range. She currently has the shortest attack range out of all the marksmen. (With the exception of Kog'Maw who can toggle a range increase.) http://i.imgur.com/gJAefmy.png
  • Reduce mana cost of Boomerang Blade at later levels. Most of the AD carries are able to spam most of their Q's/Skillshots (Varus, Lucian, Caitlyn, etc.) but Sivir must calculate each Boomerang Blade carefully or else she will quickly become OOM.
  • If above statement cannot be changed, reduce mana cost of Spell Shield or increase the mana refunded on hit. Spell shield is her only battery for her mana dependent Boomerang Blade but you must spend half the amount you would be refunding. (If you are guaranteed a spell block.)
  • Remove cast time on her ult. I honestly do not understand why that is implemented and it has gotten me killed multiple times when I intend it to save me. (Or let a target escape when I try to chase.)

These are the only things I truly ask for Riot to look over. Playing Sivir, I believe that there is just a more higher scaling of risk vs the low amount of reward she can output. However, I will greatly appreciate any other members of this board to point out the flaws or cons in my suggestions as I have stated I am not the most knowledge player in this community.

Honestly, I was quite surprised to hear that Sivir's kit wasn't going to receive a complete rework along with her VU. I have quite a bit of experience with Sivr and I find her kit to be extremely counter-intuitive, perhaps because she was initially designed as a pusher rather than a duelist.

Don't get me wrong, she's actually an excellent duelist, but her ability to kill anyone is entirely contingent on her landing a 2 hit Q on a single target which has something like a 700 base with a 1.9AD ratio. But most other dueling AD carries with short ranges have tools to avoid it easily. Vayne's tumble, Grave's quickdraw, and well, I wouldn't dare duel a Quinn lol. But yeah, a 1200 range insane damage poke seems so out of place on a "duelist".

Additionally, having an escape mechanic become your primary source of sustenance for your damaging abilities is also very counter-intuitive. It makes little sense for someone to have to blow an escape just so they can replenish resources. It promotes this kind of odd passive-aggressive playstyle where I pickup mana from a stray spell with E but then have to avoid duels for about 20 seconds while my E is down and use the mana to poke (or just conserve it). No other ADC has this sort of ability. I don't ever have to valkyrie randomly as Corki to speed up my missile charges or something.

Alas, I'd be quite stumped if it came to reworking her kit since removing her iconic Q wouldn't be a good idea thematically, but it would be the most appropriate to bring her playstyle in line as a duelist.

As for the proposed buffs, it was mentioned somewhere on one of her VU news posts that some ability tweaks were being tested, namely a range buff and removing the cast time on her ult. They did not confirm anything, but I'd wager the cast time on the ult is definitely going to be removed. The range buff I cannot predict at all.

As for the Q/E mana costs, I've actually considered both changes as well (and also in a mutually exclusive way), and if I had to pick one, I would lean on adjusting her Spell Shield mana cost/refunds, perhaps a mana cost of 50 (down from 75) with an mana refund of 125 (down from 150, total refund unchanged). Sivir's Q is extremely powerful and Sivir players must be rightfully punished for misusing this ability or managing it poorly. Much of her skillcap involves properly positioning herself to line up a well placed Q and she has lots of mobility to do it when ulting and proccing her passive. Dropping its mana costs to a flat amount would just encourage players to use it more frequently without the repercussions whereas Spell Shield is not an ability that can be randomly used without a proper reason. Additionally, misuse of Spell Shield is already punishing on its own, it doesn't need to further punish her by starving her already low mana pool.

Ultimately, her playstyle should still revolve around proper management and use of Q; it is what separates good from great Sivir players.

Kog'Maw doesn't toggle his "range increase." If he could why would he ever turn it off?

Increase her Attack range and she should be fine. I really don't understand why it's so low. If she was the best Marksmen duelist then I would understand but Vayne and Quinn can out duel her pretty easily and they have higher attack range.
