Is a 4 minute solo dragon op?

I need a rioter to answer a question from a balance perspective.

If a champion can solo dragon at 4 minutes at level 3, is that situation considered overpowered by the balance team?

Because if someone were to run teleport smite, and with proper runes and masteries that dont deviate from standard setup's, It is possible to take a 4 minute dragon solo by 7 champions in the game: warwick, udyr, fiddlesticks, aatrox, lee sin, pantheon, and yorick.

This is because you guys implemented quill coat as an item. If you look at my match history on warwick and check to see dragon times, you will notice most of them occur around 4 minutes (the other ones didn't occur due to them stealing my other buff before i got there.)

There are video's on YouTube of udyr accomplishing this, and the other champions I know due to me doing custom game tests on some junglers.

as an addition, after taking the dragon, due to quill coat providing amazing sustain, said junglers can go back to farming as if nothing ever happened, allowing champions like warwick, who normally just farm till 6 anyway, the ability to control the game through dragons which the enemy team never knew happened, giving a substantial gold lead early for a very small cost of one, potentially 2 jungle ganks.

I do not think that this is an issue. If they can do dragon at 4 minutes they're health I'm assuming is either dangerously low at the end, or they take a decent amount of time to do it. There is a reason that wards are in the game, and that dragon happens to be in a place where bottom lane could theoretically see a gank coming, while still having vision of the dragon pit.
