QoL Change for Gangplank (maybe Sivir)

I know we rarely see our bilgewater pirate in the competitive scene this year, maybe some changes are in the works for him, not sure.

I think one change that would allow for more enjoyable gameplay and remove clunkyness would to make his E, Raise Morale, able to be cast while moving. It doesn't feel right that you use a ability to catch up to the enemy, but have to stop moving momentarily to do so. He's suppose to lead the charge for his comrades.

Also, I'm not sure if Sivir's ultimate behaves the same way as they are both similar, but if it does, it could be a nice change for her too. It's not a big change, just something to help with the pace of the chase.

you don't see a lot of hte champs in competitive play. part of the reason i think that they're releasing less and doing VU's and reworks what not on the old champs need it to remain viable. if you look at worlds. aside from champs with globals, they almost exclusively played newer champs or reworked champs. Riot is aware of this overarching issue and moving to correct it. if slowly

Well I know that many champions weren't used in competitive play this season, and somewhat season 2, but that comment was more of a premise to my main point of having Gangplank recieve a small QoL change in the form of his Raise Morale. I think it would be more consistent if he's able to cast it on-the-move.

there's a much shorter animation then there used to be. you really believe that this would make him more viable in competitive play?

Competitively? The change is miniscule honestly as it's only going to slightly increase the speed on which to catch/escape. I feel like some of his spells need to be re-tuned or the meta has to shift for him to be in a better state.

But in overall design intent of the spell and counter-productiveness of the issue of said spell? It would be a welcomed change and something that could be easily implemented.

i dunno, the delay is tiny. riot must have left it in for a reason.
