[Idea] Annie Passive

Annie - (Passive) Every 4 spell casts, Annie's next offensive spell will stun all damaged enemies for 1.25 / 1.5 / 1.75 seconds.

I feel this passive is highly oppressive in game play. The enemy has to constantly be on alert in-case of a flash Tibbers and has to keep a wide berth from Annie until she uses a spell to use the passive. What I suggest is that instead of giving her a permanent passive where it stays up is to instead give it an expiration timer.

This would require a large amount of mana expenditure from the Annie player and severely damage the ability to effectively use the stun. If Annie has to quickly spam four spells before the stun is activated and then has to use another spell to use the stun itself, that is a huge time window, a lot of mana, and requires extremely low cooldowns.

Besides, you're ignoring the obvious drawbacks to Annie's passive. She has to sacrifice all of her spell usage to hold the stun. That means she can't poke to any relevant extent late game, she can't wave clear, and she can't siege particularly well. Requiring the opposing team to be alert for Flash Tibbers isn't a bad thing. Players should be required to pay attention. You should be watching the map, you should be keeping track of buff/dragon/baron timers, you should be aware of the general time in which Annie last used her ult/flash. Those are things that good players do, and having that measure of skill in the game is good for overall game health.

This idea of yours may be aimed at support Annie, and that is understandable. It makes you play on your toes during the laning phase.
You just have to learn to either out poke an Annie and drive her from lane or force her to use her stuns.
