Please decide what this is suppose to do. Make the damage scale & give it a respectable base (80?) OR increase the CC duration.

The damage needs to scale IMO. Something like gunblade, or even make the slow duration/% scale since scaling utility is the new thing.
Personally, I believe it should do at least 100 damage flat or 50flat + .XXap.
