Ok so 2 questions: Do tanks have to be positive or is it acceptable for them to be negative as long as they die late game so they wont feed? Also is it possible to increase rammmus dmg drastically so he can kill? because everytime i use him for jungle i am always negative (but not feeding) and i barely get any kills while i die a lot of times...Rammus

Tanks and supports will almost always go negative as far as Kills vs. Deaths. The key number you want to look for is assists. Imagine 2 assist is equivalent to 1 kill and if you were doing well then you should be positive.

In an ideal world you shouldn't die, but if your team is kept alive and was able to win a teamfight due to your efforts, then its a job well done!

Rammus damage simply because he is very hard to kill. But the best offensive items for him are item 3068 item 3075

Assists = tank/support kills.

Since you aren't a high damage output you build to assist your ADC, mid laner, jungler into getting those heavy kill rates.

Sometimes it's actually beneficial for you to die as a tank or support. For example, if I, while playing support, can intentionally put myself in a position to die to save my ADC, you bet I will. :)

If you're in it for the kills, you're in the wrong position, meh brudda.

For Rammus to get damage buffs, he'd have to trade away some utility and/or defensive stats. Considering he's already one of the more niche tank junglers, I don't think it would be very good for game health and would conflict with his core identity and fantasy.
