Just give Karma her old passive
Just do it , seriously.
She is underpowered as hell, its seems like a small tweak that would restore her NAME, you took her name from her. You took her name Riot.

For me as a support main who plays Karma I think she is sleeper stronger atm. She has great poke with some insanly useful spells. She is quite the capable duelist if built ap brusier and can tank a lot of damage with her mantra W in comination with her low CD shield. She is extremely fun and I even made a runepage for her specifically. Its extremly offensive and plays to her strengths allowing me to dominate non-sustain lanes (LuLu, Janna, Thresh, Leo) while transitioning to an excellent peeler mid-late game. Her Mantra E is also ridiulous, she gets a team wide shurelia with a 280hp shield. Using this in combination with talisman allows her to engage and disenge her team at will.
Idk man too me Karma is in a great spot but as always people don't play champs that are not FoTM. Hell look at LuLu shes my main since I started S3 and I have won 60% of my games with her but she has one of the lowest winrates. This season shes finally being picked with very small buff to her shield. A lot of it is all about perception Khazix being a prime example, dude hasnt changed since his last nerf but now hes S-tier from barely picked.
Oh I just though of maybe not everyone know what Karma's passive was then and what it is now. Currently it gives 1 sec of CD to her ult for each spell that hits an enemy champion or .5 sec of CD reduction if she auto attacks one of them (it does noting for shielding an ally champ which really is just dumb considering her shield is basically her most powerful spell in team fights).
Used to be her passive would amplify her her AP in correlation to the %HP she was currently missing (no IMO it should actually be a direct correlation of something like 10AP gained for 100HP missing so Karma would effectively be turned into a viable tank... well ok maybe thats a tad strong but there shouldn't be a hard cap on it).
Anyway it really added to her as a character and allowed her to bait fairly easily, but now her passive is something that should really be tacked onto her ult considering it only deals with that one spell. The whole idea behind her ult is to allow versatility in plays because of how it augments any one of her other abilities, but her passive doesn't reflect that at all and is out done by several other champs cdr that comes from abilities passives.
