So recently I have set my mind on saving enough to buy Akali. I am level 30 but have not started playing ranked games. I am good on my runes so saving up for those are not in the equation. I heard that Akali was a pubstomper at low elo and I wanted you opinion on if i should get Mundo now or Akali later.
Mundo now! With the perseverance mastery nerfed he's not as good anymore but if you want to pubstomp you will have a better time with the tanky bruiser who can get 100+AD whenever he wants to and literally not care about a team's damage if no one gets 
or has 
up. And trust me, even silver to gold people don't realize those items exist.
