Gaining atk. speed on masteries

My question is that for the mastery fury which gives you 4% attack speed. How is that attack speed gain calculated? Is it off your base attack speed at lvl 1 only or does it increase with your base attack speed per level or is it calculated off your entire attack speed including attack speed buffs and items?
