I will make it short. The boots of mobility only gives 95 movement speed, not 105. I tested it. Unless they fixed that bug with the nerf.item 3117

There's something called "soft cap" for movement speed. Read the wiki:

I thought this was going to be a thread about how stupid it is that they cripple you now. I came to agree with that :(
