Removed URF Champs Still Being Picked

Some people can still pick your recently removed champs in URF whereas other people like me cannot. It's creating a lot of frustration when I can't pick Alistar, nobody on my team can pick him, yet someone on enemy team can. Why must we waste bans on champs that are supposed to be removed? Riot please fix this issue, it's making games incredibly one sided from the start.
