Very inconsistent, Sivir shield can't block on-hit damage skill like Vayne W or Draven Q, but can block Shyvana Q and Nasus Q, what is the different, is this intended?

The difference is both Draven and Vayne (and Varus and Kogmaw and others) have those actives on virtually every attack. They are considered to be a part of basic attacks. Shyvana and Nasus' Q are actives that are triggered as a one hit steroid (an attack that is almost separate from other basic attacks) that does not continue on to consecutive attacks. I agree though in the fact that it sounds somewhat inconsistent, but it would be difficult to block a lot of these consistent damage boosting skills and would probably not help Sivir anyway. It is better that her shield is not wasted on basic attacks and spared instead for things like stuns, taunts, slows, silences, ect.

I think that it shouldn't block anything that boosts basic attacks. That would make it less confusing.

Good question, I didn't know this.

like the others have said the shield should be used for the purposes of blocking spells, not additives on auto attacks that are passive or limited time steroid such as kogmaws W
