Basically do things that are intuitive:
Armor if they have a fed AD
Magic Resist if they have a fed AP
etc.
The one tricky thing is that flat armor penetration is better against champions with less armor, which is confusing to many players and should really be changed somehow by Riot. Same with flat magic resist. Otherwise, there isn't much secret to counter building beyond what you would intuitively expect.
Do you have a specific lane in mind? Top lane, you build Sunfire/Spirit Visage on everyone, visage first if against magic, sunfire first if against ad.
Mid, Athene's if against an ap nuker like leblanc or annie. wristbands/zhonyas first against an ad assassin like zed or kha.
Ad Carry, BT+PD+LW+IE on pretty much everyone, then get a GA if you are getting focused down by multiple people or are hard-carrying but have a chance to die. Banshees over GA if they have a nidalee or a hard ranged cc like ahri, QSS if they have a hard-to-avoid cc like amumu.
Support, build your gold income item, a ruby sightstone, mobi boots, swap your green trinket for a red trinket if you started with green, then build a locket (unless you are on the likes of annie, who should be getting a DFG).
Jungle, build a sunfire if you are taking more damage from ad, visage/banshee if from ap. If there is a fed ad, get a randuins asap.
Hope this helps.
There are a lot of things to consider when counter building. An an example I can give from personal experience is this: I am on
in the jungle. The enemy team has a
top and a
jungle. So how do you build to best take care of these champs? Well we know that both champs have insane sustain with
ult and
passive. We know that both of these abilities are used or proc when those champs are lower than 40% HP so we get a
after we finish our core build to help not only us but out entire team. That is a good example. Then there is the more standard enemy AP is killing it so (assuming we are still on
we want to get
before we get
or vice versa if AD is fed. Best advice, learn the champs , and learn the items. By knowing a lot about both you can build your champ more effectively and build you champ to counter the enemy team! Hope that helps!
P.S. Look on sites like Mobafire, LoLpro, Solomid, LoLking to look at builds. Almost every build in there by a high elo player tells you about every situational item for your champ to help against certain enemies or in certain situations to help you succeed!
