Honestly, no. Talon thing was to counter burst mages with silence, with that go and the shitty slow to replace it he gets 1 uped by the champs he counters. You're better off buying Leblanc or fizz since they can delete carries with little to no trouble

Unless you already know Talon very very well, don't bother with him. Winning lane is an ordeal with Talon now because there is no good trading option early game. Talon is pretty much like Akali, try to survive until level 4 or 6 before you can do anything to the enemy laner.

The major issue with Talon is that he can never initiate a trade without losing it. You only trade if they waste their damage skill or defensive skill and you know it won't be up in 4 seconds. For this reason, Syndra is a really good counter to Talon - Talon has almost no chance of winning trades unless Syndra has Q and E on CD simultaneously. Even if you abuse a skill waste, minion damage is still critical: there is no trade Talon will win at level 3 (even with 1 point into QWE each) simply because minion aggro will kill him, doing much more damage than the enemy laner can possibly do.

Also, if you are against AP, don't bother with brutalizer - Seeker's armguard is way more effective than the offense brutalizer gives. Rush tiamat then get brutalizer for ganks, or rush hydra for farming and sustain. Keep boots level 1 until you have either hydra or tiamat + brutalizer.
