Champion AD and AP ratings

Can someone explain it to me . Im talking about the red and blue bars when we want to buy a champ in the shop.

So lets see. trynda has 10 ad rating yasuo has 8. fiora has 10 yi has 10

What makes yasuo worser than trynd for example ? Is that because he doesnt have AD steroid or what ?

I've read somewhere that its calculated how much time you spend auto attacking or using an ability. well, why does Jhin then have 10 AD rating when he uses his abilites very often..

Also lets talk about ap champs..

Ryze has 10 ap rating kassadin has 8.

Kassadin uses his abilities as much as ryze does, he should have 10 ap rating by theory that i wrote upper in this post.

Or those bars are showing champion's scallings ?

Those bars are obsolete, and do nothing to explain the rationale that goes behind them. I imagine Yasuo has a lesser attack rating than Trynd/Fiora/Yi because his crit has a harder upper cap, and that Kass has less spell power than Ryze because he has less consistent ability-based DPS, but that's just pure conjecture. Iirc, the new client has better indicators for difficulty, utility, durability, CC, etc., so I'd refer to those instead.
