Why not make dragons not random

Like instead of drakes spawning randomly and having 3 or 5 oceans healing everything, or earth's and doing baron and turrets in less than 2 seconds, why not make first drake ocean, second fire, third cloud (doesnt have to be in this order just an examble).

What are the possible upsides and downsides to this?

Maybe buff dragons a little bit after a change like this to compensate?

Personally, I liked the idea someone had that dragons are in a set order, say, for example, Cloud, Fire, Mountain, Water or whatever they are. But each game randomizes which one comes out first. One game may be as above, the next might start Mountain, then go Water, Cloud, Fire. The next game may start Fire then go Mountain, Water, Cloud. And so on. After all have been killed the next one is Elder. Or, if the dragon hasn't been killed by some time limit they are replaced by Elder. All dragons not killed in the rotation are lost for good.

they should just tell us the dragons in champ select, see if we can make good use of that info...

Or, your team gets the dragon kill on generic dragon and you can pick which buff you want. Everyone thinks they want fire, but the other buffs are significantly stronger early game. A first spawn fire drake does basically nothing. Just make a little interface above skill buttons where you select which one you want.
