The New Black Cleaver Has Too Much CDR

With a slight decrease in damage and flat ad pen, the new cleaver now gives MS, more % ad pen, and 10% more CDR. This items reminds me of Spirit Visage when it was released. It became the default item for a lot of champs simply because it outclassed so many other items. The reason for this is the 20% cdr. There are very few items that provide 20% cdr mostly being support items, mana regen items, and frozen heart. Besides frozen heart which isnt good to rush early in most situations due to the lack of health and low as on most champs early, the items all give noncombat stats. This is because CDR is one of the best stats in the game and scales with itself. Black cleaver is the only item, like spirit visage before it, that gave 20% cdr on a item that gives full combat stats.

The two champs that benefit the most from the black cleaver change the most are Talon and Riven. By having 20% cdr from black cleaver, this allows them to skip cdr boots and get merc treads instead. This hugely reduces their vulnerability to cc, one of their only weaknesses. This will also become a must rush item on champs like garen, darius, renekton, an others simply due to how all in one this item is.

Actually black cleaver has become less useful as a item that you can simply build every single game like it used to be because it is now only truly useful against tanks, and to get some real value out of it the enemy team will need to have more than one tank, and you have to be playing a champion that is ok to attack tanks with for the purposes of peeling or being able to do large amounts of damage to them.

So its actually not very good on riven, a champion that can get 40% CDR by quickly building lucidity boots + Brutalizer + 10% CDR in runes and masteries for a lot cheaper than a BC, and lets her focus on some higher damage items like Hydra.

Talon needs to be able to exterminate squishy targets in a single combo, which means while CDR isnt bad on him its not actually optimum, and the stats on BC are not very good for taking down a squishy target, he is much better off with a Last Whisper and Hydra.

The champions that are great with BC are actually Pantheon, Wukong, and maybe Fiora since she can apply the stacks almost instantly to the entire enemy team with her ult. And like you mentioned Garen, Darius and Renekton, but whats wrong with a couple champions having a new core item? Every champion has a core item, pretty much every AP champion builds hourglass, and pretty much every Burst Mage builds Rabadons + Ludens.

The item isnt really OP and its definitely only good on certain champs, and only against certain team comps.
