Tahm Kench needs some tuning.

Tahm has recently surged in game play and now has a 51% win rate in all of platinum+ solo que, I feel that's it's deserved that he is able to do damage and become a major threat when he's ahead, however there's two things in my opinion that should be looked at and tuned.

Q - Mana Cost (COOLDOWN: 8 / 7 / 6 / 5 / 4) It's 100% acceptable that I am able to get killed if I get hit by q, no exception however his mana cost and the cool down for this is not noticeable at all. At level 9 he can straight spam this without any CDR at all and not be punished when he misses. The player needs mana pool management, his damage is rewarding but it's not at a high risk, without any skill other than it being a relatively easy skill shot to hit with it's close to absurd hit box, there needs to be risk and punishment to missing the Q, when in fact all the players max it first.

E - Shield (COOLDOWN: 6) Now I understand that Tahm Kench needs survivability other than this tanky game play, I get that entirely however although coming from a biased perspective as a bruiser player. His E has too much power, the fact he can tank tower shot's and easily get away from gap closer's bothers me and leads me to think there's no use even trying to trade versus him. His diving potential is also troubling due to the fact he can tank two health bars of shots basically and let his mid and jungle do the work.

I'm totally fine with the damage and his tankiness, I'm suggesting to try majorly tune the cool downs or mana costs of these abilities so he isn't just walking around scot-free after a bad trade on his part.
