Garen is tanky DPS.
He's tanky, and he deals damage.
As for that particular amount - damage-dealers in LoL rely on a mix of 3 main mechanics to survive long enough to do their job:
Defense, Mobility, Range.
If you're almost completely reliant on defense like 
, need to purchase defense like , your kit pretty much needs to offer assassin/marksman/mage level damage essentially for free (like ).
It's not like Garen gets defense that's anywhere close to the power of

As for how to deal with tanky DPS - it's just one of many problems to solve in a game, just as dealing with mobile or ranged champions offer their own problems.
