Why did it take so long for that Garen ult CD change to happen on PBE?

The community has held a general consensus that Garen needed a cool down shortened on Demacian Justice for a long time.

Yet now, we see that change happening. And it's not like those numbers were fine tuned either. 120/100/80 has been suggested and agreed upon by literally tons of people. Was it because of that LPL series game with Amazing who picked Garen and didn't do good? https://www.youtube.com/watch?v=qI-sHdPjuMA Maybe it could also be the Darius changes, and with Garen being a fellow top laner champion who isn't doing the best, they probably remembered him.

I would really like a Rioters comment on this because honestly, this isn't the type change I wanted to see with a champion whose kit is severly outdated by the current meta's standards. And I'm not saying that he should be reworked into a hyper mobile %true damage fighter either. But I think he needs a kit overhaul, not a semi-rework, or a numbers buff.

EDIT: I remember they nerfed the cooldown in the purpose because they thought he was too oppressive when he was ahead.

I guess that's no longer the case.

actually, this change is one of the few i wanted to see. his early game could use help again, as he struggles even against most other melees.

from there on out, they could tune his lategame in baby steps. the next change id like to see, would be the removal of the self slow on his rank 5 spin. it was supposed to be an early game mechanic, to reduce his ability to kite or chase his opponent through creeps with his spin.

but it screws him over throughout the game, including his lategame. it just happens too many times, that you scratch a random jungle creep or a lane minion during a teamfight with the spin, and the enemy just walks out of it due to the slow. so it makes sense, that the self slow is removed when his spin hits rank 5.

with the removal of many cdr sources for him, including blue pot (yea, that was a thing when you could buff yourself up with red and blue simulataneously). the lategame cooldown on his e could be cut down further. maybe 1 second taken off.

id like his q buff duration to go up to 5 seconds, or the cooldown down to 7 seconds, so with 40% cdr you could spam it like lategame udyr can constantly spam his bear stance. (4.5/5 seconds buff duration on the q, and 4.2/4.8 seconds cooldown if you manage to reach the cdr cap somehow).

His early game was fine in general in my opinion. What needed buffs was to his ult late game. I stand by that giving his ult a reset on execution at rank 3 would be balanced.
