A question about Viktor and Zhonya's Hourglass

Has it always been that you could not control Viktor's ult while using Zhonya's?

If so, other than the AP, does it make Zhonya's worth getting considering how small the circle of damage is? I mean what makes it really effective is the fact that you can move it around.
