So, as a new player, I have a question
Why is it that I have to reach level 11 to unlock things that say you unlock at level 10? and so on and so forth?

No idea, honestly. you are addressing smite, i assume?
After you level up restart your client. When you first level up it takes a second for the game to catch up. But restarting it after the game will catch it up for you! :)
