Reworked Evelynn is being poorly used, and that's her main issue.
Pre6, she's just another jungler. She has a healthy clear speed and health value after leashed buff > camp > buff. Then if you want to perform a successful gank, you approach from the river, or better yet, behind, if tri is relevant or midlane. You only have to know how to gank like a real jungler for the first 5 levels.
And from then on, she's the permastealthed champion she's always been, but with hard CC. That stealth is the key to everything revolving around her Q, W and E.
Her Q1's capable of charming people while outside of her detection range. Even if you miss it, you have autotracking spikes that might splash onto the victim from a range. While 2.5 seconds to prep W might seem long, you're supposed to be spending that 2.5 seconds kiting just outside of your detection range, so that you can decide on your Q1 or E engage, if at all. She's able to move herself into an optimal position for those procs thanks the permastealth. It doesn't matter if W lets them know you're attempting to charm them if they have no idea where they need to run to. They could easily be running right into you. Her E's range is short, but that's because it's a point and click spell that'll guarantee the charm proc. If it were extended to the ridiculous ranges people are begging for, she'd be capable of doing point-and-click charms from stealth, and there would be nothing the opponent could reasonably do about it. As it is now, you just need to use a properly positioned and aimed Q1 onto the target (your bread-and-butter, go-to option), flash > E (your "this charm MUST work" option), or belt > E. Perhaps throw a chilling smite in there before the belt.
When you're familiar with how to use her W competently, you're a roaming charm bot that's undetectable by anything but pink wards. Hell, even if your laner goes to clear that pink, are they going to "punish" your laner for clearing that ward? It's just another bait to bring them out into the open, or free gold.
