Ivern is a very nice change for jungle but very unbalanced for jungle clear.
main issue i see with this is the jungle item smite (poacher?) smite on 20 cd give or take by the time everyone will be lvl 9 ivern will be close to 18.

If Ivern creates a grove on every camp he passes through, it will severely drain his health and mana, making him vulnerable to counter-jungling. It is fast clears at the cost of being highly squishy, which means he will won't be at-all tanky until at least mid game.
The only way to reduce Smite CD now is through the mastery Insight, and Boots of Lucidity.

a good counterjungler can take advantage of ivern's huge health loss from his passive use. If you watch some gameplay videos of him, you'll notice that if he marks 3 jungle camps with his passive, he has a lot less than 1/4 of his hp. I wouldn't be surprised if 2 or three autos from a champ will kill him at that point. Though from this one can probably say that a majority of Iverns (Because i technically can't say ALL of them) will start red side because they're going to want to smite red buff for the hp gain and regen, otherwise any counterjungling champ like shaco, eve, or elise could take advantage of his hp drop, kill him, and then take his jungle which will have a strong, significant impact on ivern's early game ganking and probably extend even to mid game.
