it doesn't "block" anything (as in if cassiopeia's w is in front of them and they flash over it or use a long range mobility spell like malphite ult to jump it they won't be interrupted) but while standing INSIDE of it they'll be prevented from casting it to begin with and have to wait till it fades or till they exit the zone

There are some outliers such as who can cast and move with hookshot while standing in the miasma though.

I'm not sure about Bard's E. It only blocks spells that directly displace your character on cast. So fizz q, zed w, malph ult, yasuo ult, dash, etc. bard's e doesn't actually move him, just places a vessel that can. I think he can still cast it and go through since technically casting E doesn't have any mobility. It's like jarvan where Jarvan can EQ in her W since dropping the flag ha no mobility, Q has no mobility, it's just a unique interaction when two hit boxes touch.
