The automated Poppy livesteam on the SkinSpotlights YouTube channel has been running gameplay of the Poppy update for a while now. This stream clearly shows that Poppy still repeats voiceover lines when below 40% health.

A lot of you guys have been concerned about this while Riot has attempted to assure everyone that this has been fixed.

The automated livestream shows that Poppy's voiceover has not been fixed.
