On the concept of drawing new/old players

While I have precious little ideas my own self, perhaps some promotional free-ness of aesthetic items, such as one or two of the well-known skins. New/returning players get a free skin, or a free rune page. Something small that'll make the grind and/or real life payments a bit less daunting.
