leveling an account

I come back to league after stopping for 2 years I get to lvl 21 and now I'm up against plats and diamonds with full runes and masteries and its not fun getting crucified everygame now and I'm just going to stop playing this crap again ive had enough... Not to mention the smurfs that just are boosting accounts and the select few that get away with scripting and ddosing in the games. Riot u need to fix ur blind pick for under level 30s because this is probably why you are losing people left and right anymore. IM DONE, Yall win if I want a tdm ill just go play battlefield. Not to mention everyone is beyond toxic in game anymore and no clue what it means to work as a team.
