Honor and slow computer

I read about the new honor update and it sounds great! with the new client however, my laptop takes longer to open the score screen after a game. it shows the loading spinner for maybe a bit under a minute until I can see the scores or my chat/friends bar. will there be some sort of penalty or other consequences if I'm not able to vote as fast as the rest of the players? that would suck ):

I'd appreciate if a rioter with knowledge about how the system's gonna work would reply so I don't have to be afraid to play once the update rolls out!
