Do you guys think that I should buy day IP boost or game based ones?
I play like 4 hours every day and I'm not sure which one to buy. I'm also buying EXP boosts, this is my first account so I don't know which is the most value.

The time based ones are potentially better value, but more of a gamble since how much value depends on how much you can play during that time and also how much you manage to actually win during that time.
The game ones are reliable since theres no time limit and you'll always get full value from those boosts.
Similar applies to xp boosts.
That said, buying either feels wasteful to me, particularly on a first account. Leveling up is twice as fast as it used to be, and even before when leveling was long, people reached 30 with tons to learn. It'd be much more inclined to take your time and just learn as much as you can while you're still comfortably being matched with other sub-30's, since it can be scary going into games as a level 30 being matched with other 30's and being expected to know things.
IP boosts are slightly more viable I suppose, but in the long run you'll have more IP then you need, and in the ultra long run you'll have more ip then you can even spend. You build up pretty big piles of IP when you're not thinking about it and grinding out something else (e.g. learning a new champ or getting a champ to mastery 5 or whatever), but I suppose a boost early on to get your first handful of champs could be a thing if you're impatient.
XP boosts have negative value on your first account. As it is you won't know enough about different game mechanics to dive into ranked when you hit level 30, so getting there faster only hurts you.
IP boost efficiency really come down to how many games you can fit in during a single day. I've gotten the day boosts on days when I can spend most of the day playing to get the most out of them, but if you can't do that and you really want the boost then just do the wins.
I usually allocate about 1 hour to a game (this includes queuing up, champ select, the actual game, end game screen, breaks) so you should expect to get 4 or 5 games in in your normal 4 hour a day playtime, assuming a normal SR game and not an ARAM or treeline. (that's the 5v5 one, not the random one or the 3v3). Bot games might go faster, but you get less IP when you play against bots. Also, they didn't have bots back when I started, so I don't really know what they're like at lower levels.
IP boosts can be great to help you get enough IP to buy a champ you like. However, if you're spending money on this game, it might make more sense to just buy the champ with RP and have it. The only thing you can't get with RP is runes, but you won't want to worry about getting them until you hit level 20. The critical factor there is how much the champ costs, and how much IP boosts cost. Each boost will give you about 45% more IP from a game. Play a few games and see how much more IP you could get, and decide if the boost is worth it.
XP boosts are kinda the same deal. You get XP for each game, win or lose, already. Once you hit 30, you can't go any higher. It doesn't make sense to me to rush up there with money, only to kick around.
And, as a word of advice, before buying any champion, try to play them when they come on the free rotation so you can see if they are actually a champ you like. Eventually, you will end up with enough IP to buy every champ in the game, but your first few champs are going to be the ones you keep playing and you might as well make sure they're ones you like.
You can buy, both simultaneously, this is the most efficient for leveling you're account. So, 1x 1-day exp boost + 1x (X)-number of wins exp boost will get you to level 30 the fastest.
You can also maximize the exp gains AI games are worth at low levels as these provide more exp the lower level you are. There's some insightful information available online about how to level one's account the fastest. Of course, first win of the day bonuses help a lot too.
