How do I play as Kled?
I just got 
from hextech crafting, and I sort of want to learn to play as him. I want to know what to build on him and what abilities to max first.

Be aggressive, much of the learning curve to this champ is basically suppressing your gut reaction to play like a sane person. As for the more detailed parts of his game-play, you can probably find some nice advice on https://www.reddit.com/r/KledMains/

Go HAM, then, when they expect you to go ham and have this whole combo planned out, juke em and don't go ham. Then go extra HAAAM. Their grey screened faces will never expect it. GET OFF MEH LAND!!!!

I suggest looking at youtubers like Huzzygames and Neace who do unranked to diamond. I personally think Kled needs to take a nerf hit after noticing his stats at level 9 and 12 hp wise. 3k level 12 with the only hp items being

Other final items I use depending on situations for myself or my team.
(slow enemies in team fights so my allies can get easy kills, counters yasuo/xin/Yi/Twitch who are attack speed lovers)
(Personal item i buy since I'm so used to support that sometimes I have to protect my allies in a chaotic team fight. also you can use it to help you to regain skaarl at the last second)

Counters (from my experience)

If you lose your skaarl? use your shot gun to poke the enemy for some courage points, hug the tower and get minions. If the enemy top laner and jungler try to dive you, run to the tight space between the tower and the wall, use shotgun if you can, go ham on the guy who doesn't have a dodge or blind or any move that counters auto attacks then you should get skaarl back, the enemy team will realise they fucked up in diving you and they will feed you a double kill.
If you have courage from round 60% to 99% you can commit to going ham without your cowardly skaarl.
If you're at 60% commit if your health is above 500.
Don't even dare running into a Garen if your hp is below 300 unless you like getting dunked.
Starting items I use
If building Tiamat first: 
If I'm not countered in lane.
If building Guardian Angel first: 
x4 Build this if i'm against a counter or an annoying marksman. Getting Guardian Angel is very cheap so if you can cs fine you should get this with no problem and you will be fine for trading.
If your a first timer I recommend starting with the typical tank masteries. Stick to the normal ad runes.
If you feel brave and confident in your Kled skills you can go use Battle of Fevor mastery, My Kled Runes are 5mr, 5amr, 8 AD, 20 scaling ad at level 18, 1% Crit rune.
You will struggle a bit at pre 6 in alot of games, Some champions will just escape with flash or natural moves to escape your first blood.
Tricks you can do with Kled: Your ultimate if it targets a close enemy it will follow them anywhere on the map no matter how far they Flash/Blink/Jump/Teleport so its similar to vi's ultimate.
If Kled marks a mobile champion with his E he can cast it again to that champion who is over a wall.
If Kled lands his Q on Fizz or Xayah they will still take damage and get cc'd during Fizz E or Xayah's R.
When you have two or three items Kled should be able to solo Herald on his own but you need to know when to dash through the herald during its attack frames so you can hit the back eye.
I've also done this trick with Gnar.
