Something that could be done with que dodging

Something i noticed (i play on both eu servers and currently in low master/high diamond) recently i had a far bigger tendency to que dodge than ever before in 3-4 years of playing...i find myself dodging twice a day at least due to unfavorable circumstances...the ranking i'm at has a decent player base, but quite often you end up with the same persons depending on who is online... Many times i end up in champ select with someone i blocked from a few games before, who i know is going to be unpleasant to say the least, towards me or someone else...
And all tho i'm not personally guilty of this (even tho there are some people i can't stand and almost certainly is worth dodging them) there's a lot of people who recognize each other and start a random fight because of some previous events...they point fingers at each other and threaten to troll/feed/afk just because they have some personal agenda for who knows what reason... So,i sit in que often times 10-15 minutes roughly and i end up with people i wouldn't want to play with because i know it will be a bad experience...at this point i dodge once and wait out the penalty (i usually wait even more so the people i dodged get into another game and i make sure to get a fresh set of players)...However this becomes a problem when i want to play more than 1 game at a time because i usually spend a minimum of 20 minutes in que (sometimes up to 45+ if i play 1 game+wait for another but dodge+wait out another que time+5 min dodge penalty) just to play more than 1 game that is potentially over (before) at 20 mins if i decide to say "fuck it ignore them and play" and then something goes wrong in game and they decide to stress it out on us...
Then there's a more selfish, but still i feel worth noting, reason and that is dislike or lack of trust in a certain team comp or set of players...there's people (and champion mains) who's reaction to someone (or some champion) means they will instalock and/or play in a way just to show that person (or that champions player) that they are "better" than them... For example many times when a support and adc main who had disputes in the past end up together in lane the support will go a carry oriented build and ignore the adc, they will both engage in random fights, and ignore each other entirely which if something bad happens turns into a bot lane massacre for the enemy while the 2 fight each other instead the enemy, and it's 99.999% lost... Another example that i see almost every day is people who dislike a certain champ and pick a champion to try and show the other guy "how it's done"...i personally play a lot of zed and whenever i play/see him in my team (i'm not even joking) 80% of the time our top laner will be none other than riven (or in some cases fiora or j4) who's only real goal in mind will be to "carry harder than zed"...at this point the enemy can't wait to instalock their rammus, malphite, sion, leona and others who can't wait to buy those stack those cloth armors...now,how is this bad you may ask me? it doesn't mean the game is over...well all tho in this elo it's almost certainly over unless the enemy fucks up very badly...but the REAL reason why this is bad is because for the next x minutes that the game is gonna last those 2 have a specific mind set which is not to win the lane and then game but to outplay, outfarm, outdamage, get more kills and on and on...you have no idea how many throws i've seen because 2 people who hate each others champions go and chase random kills, creep waves and rush mindlessly across the map trying to outdo one another while the enemy takes full advantage...
This isn't specific for zed this is just what most often happens...there's other examples i noticed like tryndamere and yasuo swapping out ether of the 4 i mentioned when tryhard mode is on...or teemo, yorick when troll mode is on... I feel the following change would make a lot of people more happy: 1st dodge 5 min cooldown and no LP loss +not counted as loss in promo,2nd dodge 10 min cooldown and (here's the idea in action) +3 on the already lost LP if the next game ends up in defeat,or -3 LP on the won LP if the game is a victory...after that we go back to 30min cooldown and -10 LP for the next dodge...
Now some people might argue that the way you lose those 3 LP doesn't matter if the results is the same (flat loss of lp)...my counter argument for that is YES the for most games it won't make a difference but there's some psychological factors that are more healthy for the player and have an overall better experience (it's better to think phew i dodged those lunatics let's hope it's better next time, than saying god dam it i might need those 3 points/i have - 3 which and some other lesser examples which can all equal slight tilt) + if someone is close to promotion the mmr might make some exceptions when the game feels like the player deserves the promotion (instead of him missing out the promo and having to play another full game AND WIN just to add up those 1-3 points missing)
TL;DR : Too many reasons to dodge recently especially with the long que times combined with low game times in high elo...proposed suggestion 1st dodge 5 min wait EXCLUSIVELY,2nd dodge 10 min wait AND instead of flat lp loss an extra 3-/3+ on the won/lost LP in the next completed game,3rd dodge 30min wait and flat -10 etc... Feel free to discuss...this is,after all, just an idea
