Why can Ornn only upgrade 8 specific items?

As the title asks, why is this a thing? That's just unbalanced. Why do you want these specific items to be a staple in 100% of loadouts? That reduces item balance, and reduces the variation in the items you want to be purchasing. If 8 items get upgrades, than all tier 3 items should get upgrades. Well then that makes it super unbalanced, wherein the team with ornn get an autowin. Oh I have an idea then, don't add Ornn to the game then. He's an absolutely terrible idea for a champ.

I think Ornn ia a great ideia but is being poorly executed.

Ornn's upgrades should upgrade the unique passives/actives, not just giving raw stats.

Because these are in fact the 8 important items that players need. Top laner fighters want the black cleaver, tanks want the cape, supports better damn get locket or redemption (personal complaint irrelevant here), and ADC's 9/10 of the time really really REALLY want the critical strike damage.

Riot recognized these as the 8 must-use items generally used by each play style, so they made the upgrade choices these so that every single champion can benefit from it. I feel that there would've been actual balance issues if they made any more options than this, simply because having options by itself is a very powerful, potentially broken utility.
